Why not vote?

I am having trouble figuring out why 191 schools didn't return their OHSAA ballots for referendum voting that wrapped up on Wednesday. The difference in the vote was 19 votes on whether or not Ohio would implement a new method for counting enrollments for team sports. Do those schools not deem it important? I guess it's like asking why people don't vote in elections for government officials. They must just feel its not important or won't have too much of an affect on them. To me, that's sad. Similarly to the general public, the schools who don't vote are the ones probably doing a bru t of the complaining. I really wish the OHSAA would release the schools that don't vote. I think it would be highly interesting. Those schools deserve to be called out. Quite simply, do your duty.
