Bailout Dear?Editor The economic "trickle down" theory of the Bush administration is nothing new to the American scene. We saw it during the period of "Coolidge Prosperity" as administered under Secretary of Treasury Andrew Mellon from 1924 to 1928, which walked us directly and blindly into the Great Depression. We saw it again in the ‘80s, when "Reaganomics" and a mushrooming deficit brought a slash in many social programs created in the 1960s to assist and help the poor. Further, many regulatory agencies dating to FDR and the New Deal, including the FSLIC, FDIC and SEC, were either weakened, abolished altogether, or had their budgets cut so that the whole savings and loan "junk bonds" crisis and insider trading that ensued gave us an economy with 10.8% unemployment, a quadrupled national debt, and record foreclosures and bank failures. When Carter left office in 1980 the U.S. had a $2 billion foreign trade surplus.
