It is important to note that there was a very good reason houses drained their downspouts into city sewer system

If instead all homes drained their downspouts onto the ground, the resulting run off during heavy storms would cause soil errosion, sink holes, flooded basements, and overwhelmed storm drains and flooded streets!

So the sewer system that WE paid for we can no longer USE yet we are REQUIRED to PAY the sewage bill!!!

Then when our basements are flooded and our foundations destroyed as a result of all the excess run off who do we sue???
