St C is 2.5 square miles, what would they be searching for or tracking? The population density is 200 people per square mile. The 5K people could all hold hands and walk across town to find lost kids.

All the little police departments could share a few county dogs or sign memorandums of agreement with other small towns to use their to use their search dogs for wandering elderly or wayward children.

Or they could raise the city income tax and drive people out of the city limits so they would not need a dog at all?

Or used seized cash taken in conjunction with drug seizures going after all the cartels operating throughout St C.
