BRUCE AND Theresa Starr of Bethesda announce the engagement of their daughter, Heidi Diane Starr, to Justin Kyle Clifford, son of Kim and Penny Clifford of St. Clairsville.
The bride-to-be is a 2000 graduate of Union Local High School and a 2005 graduate of Ohio University, with a degree in early childhood education. She is employed at PNC Bank as the branch financial sales consultant in St. Clairsville.
Her fiance is a 1999 graduate of St. Clairsville High School and a 2003 graduate of Muskingum College, with a bachelors in physical education (K-12). He is employed at Harrison Central High School as a physical education teacher and head boys basketball coach.
