ST. CLAIRSVILLE - Belmont County is seeing further growth and development. County commissioners reviewed some of those issues during their regular meeting Wednesday.
Sue Douglass, executive director of the Department of Development/ Community Improvement Corp., spoke about the transfer of Lots 11 and 25 in Fox Commerce Park for the completion of a sale to R&R Investments out of Wyoming, doing business as the Appalachian Energy Service Inc.
They employ 47 workers and expect the number to surpass 60 by the end of the first quarter. The company provides the oil and gas industry with roustabout, oil field laborers, pumpers and flowback crews, equipment operators, heavy hauling, pipe welding and fabricating, and crane trucks.

Commissioners approved the transfer.
In response to a guest's question, commissioners noted that there are about six wells actively being drilled with a dozen expected by the end of the year and an increase in property values.
In other matters, commissioners moved to approve and sign the renewal of the Title 4-D contract between the Belmont County Child Support Enforcement Agency and the prosecutor for legal services Jan. 1-Dec. 31 in an amount not to exceed $87,576.31.
Commissioners also approved and signed the renewal of the Title 4-D support contract with common pleas court for magistrate services Jan. 1-Dec. 31 in an amount not to exceed $69,357.14.
The clerk and board were authorized to establish a date and time for a hearing regarding a setback variance for Lots 8 and 9 in Wingate subdivision, Richland Township.
Commissioners entered into a roadway use maintenance agreement for drilling projects and infrastructure requests through Ohio Resources LLC for the use of 2.10 miles of County Road 56 (Vineyard Hill Provident Road) for ingress and egress for drilling activity at the Richland A well site.
Commissioners executed an agreement of sub-lease between the Ohio Department of Youth Services in Belmont County with respect to Oak View Juvenile Residential Center. The center has received added funds for general upgrade.
Commissioners passed a resolution declaring the necessity of levying a tax in excess of the 10-mill limitation and request the auditor to certify matters in connection with the renewal of the 1.5-mill levy for senior services.
Curtis Hallstrom was appointed to the board of trustees of the Belmont County Regional Airport Authority for a five-year term Jan, 1, 2013-Dec. 31, 2017.
Commissioners authorized the transfer and appropriation of $14,228.75 from the revolving loan fund to assist in the completion of the sheriff's residence/ODOT project. This money is for design fees not calculated at the beginning of the revolving loan.
Commissioners moved to approve a contract between the Department of Job and Family Services and Jefferson County Community Action Council Inc. effective Jan. 30, 2013-June 30, 2014 not to exceed $794,425 of BRN funds for the housing of the BRN manager and administrative assistant on a full time basis. They will be housed in the Connections building in Martins Ferry.
The first municipal town hall meeting of 2013 will be held today at 7 p.m. at the firehall in Holloway. The next town hall is set for Feb. 19, 5:30 p.m. at the council chambers of the Powhatan municipal building. Such meetings will be held at all county municipalities. They will coincide with regular council meetings. The public is encouraged to attend.
