COLUMBUS - Gov. John R. Kasich has appointed a St. Clairsville man to a key state position.
James E. Carnes was appointed Tuesday to the Liquor Control Commission for a term beginning Feb. 26, 2013, and ending Feb. 8, 2019.
The Belmont County native has a long and distinguished career in the political arena.
Carnes served in the Ohio Senate for nine years (1995-2004).
During his Senatorial tenure, he held many important positions. His assignments included: Chair, Human Services and Aging Committee, 1997-98; Chair, Energy, Natural Resources and Environment Committee, 1999-01; Chair, Finance and Financial Institutions Committee, 2001-03; member, Joint Committee on Agency Rule Review, 1999-01 while also being a member of the State Controlling Board, from 2001-04.
Prior to entering the Ohio Senate, Carnes scripted an impressive resume of civic- and community-minded activity, starting with a stint (1976-84) on the Ohio Commission on Aging, which led to serving on the Area Agency on Aging, Region 9 Board of Trustees, 1984-1989.
Carnes was a member of the Ohio Advisory Council on Aging (1986-1991) while also serving on the Ohio Mine Examining Board from 1991-1994.
His expert work landed him a three-year stint with the Ohio Department of Natural Resources (2004-06) and he was also the Deputy Director, Resource Conservation. He also served on the Washington County Mental Health and Addiction Recovery Board.
With such a lengthy and sparkling list of service, it is no surprise a myriad of awards came Carnes' way, including being the recipient of the prestigious Belmont County Bar Association Liberty Bell Award in 1994 as well as being selected the Ohio Environmental Council Legislator of the Year in 2002.
Carnes has also been honored with many awards on the state level, including: Ohio Attorney General Recognition for Contributions for Passage of the 1995 Ohio Anti-Crime Package; Ohio National Federation of Independent Businesses Guardian of Small Business Award, 1996; Pinnacle Award for Exemplary Service to Ohio's Election System in 1996; Outstanding Legislative Leadership Award, 1997; Watchdog of the Treasury Award, 2000; Ohio Chemistry Technology Council Excellence in Public Service Award, 2000; League of Ohio Sportsmen, National Wildlife Federation Legislator of the Year, 2001; State of Ohio Friend of 4-H Award, 2002 and the Ohio Association of Second Harvest Food Banks Legislator of the Year, 2002.
Additionally, Carnes received the Belmont County Friend of 4-H Award in 2002.
