Belmont County oil-gas leasing discussed

ST. CLAIRSVILLE - Belmont County Commissioners held a brief meeting Wednesday morning.

Several motions were passed and the board discussed leasing decisions posed by oil and gas interests.

Joe Stinger, of Barnesville, reported on ongoing negotiations between landowners and oil and gas interests to lease area property. He said the property owners are being patient and working toward the best possible lease agreement.

"I think by being patient, I think we can get closer to the offer that we would like to see as landowners in that area, as well as the county," he said, noting the value of the property and the interest in the area.

"We are working to get the best deal we can for the residents of Belmont County for the property owned by Belmont County," said Commissioner Matt Coffland, noting numerous offers during the past three years.

In other matters, the commissioners are accepting applications to fill the position of layperson on the Belmont County 911 Board. Interested parties can contact the commissioners' office at (740) 699-2155 to request an application. Applications will be accepted through April 15.

Commissioners signed a contract addendum amending the existing agreement with Results Engineering of Westerville to terminate the commissioners' participation effective Dec. 31, 2012 and modify the allocation of annual maintenance costs between the remaining participating county departments, effective Jan. 1, 2013. The original agreement was executed Nov. 28, 2007 and previously amended June 1, 2011. Results Engineering provides document imaging and management for various county departments.

Commissioner Ginny Favede was authorized to execute the Oakview Juvenile Residential Center's budget request to the Ohio Department of Youth Services Community Corrections Facilities grant for Fiscal Year 2014 in the amount of $943,078.30.

Commissioners amended a motion of March 13 for an invoice for Centennial Preservation Group by striking out "for the adaptive reuse of the Belmont County Sheriff's Residence" and inserting "for the OUE Brick Tavern Roof and Roof Drainage Project." The federal share is $29,160, or 80 percent, and the local share is $7290, or 20 percent.

Commissioners motioned to approve and authorize Favede to execute two invoices for Waller Corporation for the adaptive reuse of the Belmont County Sheriff's Residence. For the first invoice, the federal share is $20,567.83, or 80 percent, while the local share is $5,141.96, or 20 percent.

The second invoice includes a federal share of $55,540.03, or 80 percent, and a local share of $23,558.76, or 20 percent.

The Belmont County Engineer's Annual Meeting of County and Township Authorities is set for April 18, 6 p.m. at the county garage at Roscoe Road, St. Clairsville.

Commissioners rescheduled several meetings for April. They will meet April 9, 10 a.m., April 17 at 9 a.m., and April 23 at at 10 a.m.
