ST. CLAIRSVILLE - Belmont County commissioners answered several questions concerning transparency during their Wednesday meeting.
Guests inquired about the reasoning behind the sudden resignation of the proposed incoming DJFS Director John Rowan two days after being named to the position. Visitor Clarence Briggs asked if any issues at the department motivated the decision.
"We were extremely shocked and surprised at the events that took place on Friday morning," said Commissioner Ginny Favede, adding that they were unaware of any motivation beyond Rowan's stated reason that he was best suited to his current position in Oakview.

Commissioner Matt Coffland added that residents were free to approach Rowan and direct any questions to him.
Interviews will continue for the DJFS directorship and the senior services directorship.
In other matters, EMA Director David Ivan noted that the state has mandated that each county create a Dangerous Wild Animal Emergency Response Team. Ivan said the group was a planning committee tasked with creating a response plan in the event of an animal emergency. The decision was motivated by a 2011 incident at Zanesville.
The committee will include a wide range of personnel from such fields as law enforcement, emergency services and animal experts. They hope to have a plan in place by next year. The state is providing a plan which counties may tailor to their needs.
Ivan noted there were two dangerous animals known to be kept within the county.
Commissioners motioned to approve the signing and submittal of the initial Dangerous Wild Animal Response Team nomination forms to the Ohio Department of Agriculture for approval for appointments effective July 1, 2013 through June 30, 2016. Appointments include Sgt. Tom Duvall, sheriff's department; Jack Regis Jr., Martins Ferry Fire Department; Ivan; Rob Sproul, health department; D.K. Wright, WTRF TV; Charles R. Probst, Jr., commissioner; Tom Absalom, Martins Ferry; Robert Carr, DVM Martins Ferry Animal Hospital; and Mandae Lewis, Belmont County Animal Shelter.
Each member will serve three years.
Commissioners motioned to approve St. Clairsville's application in accordance with ORC for the use of the Municipal Street Fund/Vehicle License Tax in the amount of $54,131.66, for the 2013 street paving project, including street reconstruction and resurfacing. The estimated cost is $525,815.35, of which $54,131.66 will be from the vehicle license tax fund.
Commissioners motioned to authorize the clerk of the board to establish a date and time for a subdivision hearing regarding the Plat of Harry's Ridge Road Second Extension, Warren Township.

Commissioners approved the transfer of $230,000 from the county general fund to the S33 District Detention Home for the second half of 2013 expenses.
Commissioners motioned to authorize the clerk of the board to establish the date and time and give notice of public hearing on the county budget for the fiscal year ending Dec. 31, 2014. The hearing will be held 11 a.m. July 10.
Favede was authorized to execute the state DJFS subgrant agreement for the county juvenile court's Title IV-E program funds effective July 1, 2013 through June 30, 2015.
Commissioners motioned to approve and sign a renewal of the Purchase of Performance of Services contract between the county DJFS and Cindy Bacon in the maximum amount of $18,000 effective July 1, 2013 through June 30, 2014 to provide kinship support services for Belmont County Children Services Department.

Commissioners motioned to accept the proposal from Erb Electric Company in the amount of $9,500 for the lighting and electrical wiring for the common pleas courtroom renovation project.
Commissioners motioned to approve the signing and submittal of the quarterly subgrant report for the Belmont County Sheriff's Personal Crimes Investigator. The payment request was $7,459.56. The period ending date is March 31, 2013. The final report and payment request was $4,581, with period date ending March 31, 2013.
Commissioners approved rate schedule and fees for the county sanitary sewer district, Neffs Sewer Project. The first $3,000 gallons are $14.167 per 1,000 gallons with a monthly minimum of $42.50. All over 3,000 gallons is $9.50 per 1,000 gallons. A $700 tap-in fee must be paid prior to connecting to the sanitary sewer. All tenants shall be required to pay a sewer deposit of $127.50, the equivalent of a three-month minimum sewer bill.
Commissioners motioned to accept the resignation of Ross Breiding, Belmont County Buildings and Grounds employee, effective July 5, 2013.
Commissioners will meet July 17, 9 a.m. at the courthouse and re-convene at 10 a.m. at the VIP pavilion at the Jamboree in the Hills site.
