Stillabower in court

ST. CLAIRSVILLE Ralph O'Neal Stillabower Jr., 61, incarcerated, appeared Monday before Common Pleas Court Judge Frank Fregiato for the review of several motions. He is accused of two counts of first degree rape of a child and one count sexual battery. The crimes were alleged to have occurred in the mid 1990s in Shadyside. The alleged victims, now adults, recently made the charges.

Fregiato heard several motions from defense, including a request to appear unshackled and in civilian clothes, and a motion to sever the first two counts from the third on the grounds that due process calls for the defense against specific allegations regarding a time frame.

Fregiato will render a decision this week.
