Shadyside hopes for passage of two levies on November ballot

SHADYSIDE — Two current levies in the village of Shadyside are set to expire this year, which prompted Solicitor Kelly Kotur to create two resolutions to create renewal measures for the November ballot.

She added that if the two resolutions were passed, both would have to be sent to the Belmont County auditor to seek certification. Following certification, council would need another resolution for the levies to be placed on the November ballot.

The first resolution was to renew a tax for current expenses.If passed in November, the levy would begin in 2026 and would first be collected in 2027. Mayor Robert Newhart added that the levy would be a 1.9-mill property tax. The resolution was passed as read with every council member in favor.

The second resolution was also to renew a tax for current expenses. It would be for 2.5 mills and would also begin in 2026 and first be collected in 2027. The second resolution was also passed as read with all council members in favor.

Kotur then said that she and Newhart received a letter in January from former Shadyside council member Nick Ferrelli. The letter stated there was an instance during a council meeting when Ferrelli said he was blocked by the village’s official Facebook account; however, when he looked at the meeting’s minutes, the conversation was not documented.

The relationship between Ferrelli and the village has been rocky for the past couple of years.

In December 2023, Ferrelli stepped down after serving six years on council.

Earlier this month, Ferrelli was charged with menacing by stalking a village employee. Shadyside Police Chief Don Collette alleged that Ferrelli has been stalking this employee for an extended period of time, which led to him stepping down in 2023.

After Kotur mentioned Ferrelli’s letter, Councilman Robert “Bushwacker” Gorrell made a motion to enter into Monday’s meeting minutes that Ferrelli had been unblocked from the village’s Facebook page.

Councilman Mike Meintel then asked council if anyone knew if Ferrelli had been unblocked from the page; Kotur confirmed that he was unblocked.

Council passed the motion unanimously.
